Abstract (German)
Bis 1996 hat Indonesien ein hohes Wirtschaftswachstum, allerdings kann es trotz-dem nicht von einem Take-off gesprochen werden. Zum Bild Indonesiens in der Weltöffentlichkeit, vor allem in Europa und USA, gehören oft Vorwürfe wie Korrupti-on, Menschenrechtsverletzungen und Vetternwirtschaft. Bisher sind solche Berichte und Veröffentlichungen zahlreich zu finden, vor allem über die indonesischen Dikta-toren, ihre diktatorischen und menschenverletzenden Handlungen, über die guten Wirtschaftszahlen und den darin sichtbaren Erfolg der Entwicklungsdiktatur. Die in-donesische Gesellschaft wurde dabei in eine Breite an dem Entwicklungsprozess unbeteiligte Masse und eine kleine Gruppe von autoritären Entscheidungsträgern zweigeteilt, als ob die Mehrheit der Indonesier nur Opfer und keine Akteure der (Fehl-)Entwicklung sei. Diese Arbeit versucht deshalb die Entwicklung der indonesi-schen Gesellschaft nicht nur als Ergebnis bestimmter politischer Handlungen, son-dern als gesamtgesellschaftliches Werk darzustellen, was bisher nicht ausreichend erklärt worden ist.
Die Arbeit hat gefunden, dass die indonesische Demokratisierung durch den Wandel der Rolle des indonesischen Mittelstandes hervorgerufen wurde: vom Träger der wirtschaftlichen Entwicklung zum politischen Reformer, von Unterstützer der Soehar-tos Regierung zu ihrem Abstürzer. Der Anteil des indonesischen Mittelstandes von der ganzen Bevölkerung ist von 2,38% (1971) auf 20,56% (1998) gewachsen. Das ist der Grund, warum seine Einfluss in der Gesellschaft gewachsen ist. Im Vergleich zu den unteren Schichten hat der Indonesische Mittelstand höhere Ausbildung und besitzt mehr Zugang zu verschiedenen Ressourcen. Entscheidende Neuerungen im wirtschaftlichen und wissenschaftlichen Bereich sind dem progressiven Mittelstand zu verdanken: die Rationalisierung der Personalrekrutierung, die graduelle Ersetzung der feudalen durch eine demokratischere Arbeitsatmosphäre und die Professionali-sierung und Einführung einer effizienteren Arbeitsweise, um den internationalen Standard zu erfüllen. Im politischen Bereich verfügt er sich über strategische Bezie-hungen (zum Ausland, zur politischen Elite), sodass während die Forderungen der Unterschichten kaum Wirkung hatten, fielen die Proteste des Mittelstandes wegen ihrer überzeugenden und sinnvollen Inhalte im Vergleich zu denen der Unterschich-ten auf fruchtbaren Boden. Das führt dazu, dass das öffentliche Vertrauen auf ihn wuchs, was in der Unterstützung der Massen in seinen oppositionellen Aktivitäten am Ende der 90er Jahre Ausdruck fand.
Lange Wirtschaftskrise und sozialpolitische Unstabilität mit verschiedenen Spannun-gen und Konflikten gefährden die heutige indonesische Demokratie. Die Spannun-gen und Konflikten sind aber normale Phänomene für eine Übergangsgesellschaft wie die indonesische. Die Übergangsgesellschaft trägt immer etwas Dynamisches in sich und verfügt über "den immanenten Antrieb zum Wandel". Im Terminus "Über-gangsgesellschaft" ist der Wille inbegriffen, etwas Bestimmtes zu erreichen, also nach einem Ziel zu streben. Hier zeigt sie die Bereitschaft, nicht nur dem Positiven, also den Fortschritten und schließlich dem Ziel, zu begegnen, sondern sich auch dem Negativen, also den Risiken und dem Misserfolg zu stellen. Daraus lässt sich erklären, warum "Übergangsgesellschaft" gesellschaftliche Spannungen beinhaltet: sie ist willig und darauf vorbereitet, sich mit ihnen auseinanderzusetzen und sie zu ertragen.
Die indonesische Gesellschaft lässt sich also als ein Typ der "Übergangsgesell-schaft" erklären. Der Anfang des Übergangsprozesses lässt sich mit dem Beginn der staatlichen Kolonialverwaltung, also zu Beginn des 19. Jahrhunderts bestimmen, da erst ab der staatlichen Kolonisierung der indonesische (Kolonial)Staat zu existie-ren begann. Der zu erreichende Zustand (des Gleichgewichts) ist wirtschaftlich ein "industrieller", sozialstrukturell ein "funktional differenzierter" und politisch eine "stabi-le (Entwicklungs)Demokratie" mit einem funktionierenden Rechtssystem und der Be-achtung der Menschenrechte. Sie beschreitet einen charakteristischen Entwick-lungspfad, nämlich:
- wirtschaftlich von der Dominanz der Landwirtschaft zur Hegemonie des Dienstleistungssektors,
- sozialstrukturell von fast reiner Agrarstruktur zur immer noch existierenden Überzahl der agrarischen Beschäftigten, allerdings mit einem Anstieg der Dienstleistungsangestellten und der zahlreicher gewordenen Industriearbeiter. Außerdem entwickelt sie sich auch von einer segmentären zur hierarchischen Struktur mit einer Tendenz zur funktionalen Differenzierung;
- politisch ist es der Weg von dem dreihundert Jahre andauernden Kolonial-staat, über die parlamentarische (Probe)Demokratie und fast vierzigjährige Diktatur zur präsidentialen Demokratie.

Translation of the abstract (English)
Until 1996 Indonesia had high economic growth, but the take off into an indus-trial economic doesn't occur. The picture of Indonesian society was identical with corrup-tion, nepotism and human right violation. The most studies about the failure of Indo-nesian development point to the incompetence, corruption and authoritarianism of the governments. In this way, they divide the Indone-sian society into a wide nonin-volved mass and a group of authoritarian decision maker, as if the most Indonesian were victims and not actors the (mis)development. The study tried, therefore, to pre-sent the Indonesian devel-opment not as a result of political actions but as an effort product of the whole society.
It found that Indonesian democratization was provoked by the change of the middle class role in the society, from significant agent of economic progress to political force, from backer of Soeharto regime to its successor. The Indonesian middle class has grown from 2,38% in 1971 to 20,56% in 1998. This is the rea-son why its influ-ence on the society (change) has increased. The middle class owns higher educa-tion and more resources than the lower class and it is also more mobile and more change-welcoming than the upper class. It has made principal change in the busi-ness management by enforcing the rationalization of staff recruiting, by gradual re-placement of feudal working environment with democratic relationship and the pri-vate-public division, and by introducing more efficient working methods and modern techniques. In the political area, it possess strategic links to the (political) upper class, so that while the appeal of the lower class for political and economic reform was almost ignored, even could be suppressed by the government, the protests of the middle class were backed by some political elite and therefore took effect signifi-cantly. More-over, its participation in assisting the poor and discriminated people by found-ing NGO not only ensured the introducing of human right principle to the less educated people but also made the public trust to it growing, what then results in its backing by the mass in its opposing activities at the end of nineties. The current In-donesian democracy is, however, threatened by the long economic crisis and socio-political instability aroused by various tensions and conflicts in the society.
Indeed, such tensions and conflicts are inherent elements for transforming soci-ety. The transforming society, as a society moving from one state to another, contains a dynamic and a will to change its self, to achieve a specific objective. It shows, there-fore, the readiness to meet not only the positive, here the progress and finally its ob-jective, but also the negative: the risks and the failure. This is why the transforming society contains tensions and conflicts: it will and gets ready to face and to carry them. For the transforming society, the tensions and conflicts are indispensable ways to achieve the success, because the term "suc-cess" could not exist without them. "Success" is indeed a triumph over some-thing or an ability to overcome something; that is tensions and conflicts. Fur-thermore, the transforming society, as a society that transform from one state to another, must also have a leaving starting point and a targeting point, in which the society is not passive but prepares itself for going (to the next) dynamic. So the transforming society comprises three elements:
1. the (active) leaving state
2. the transformation process with its tensions and conflicts
3. the (active) targeting state
The active leaving state (of equilibrium) of Indonesian society began with its founding as a colonial state under the Dutch and its targeting state (of equilib-rium) is eco-nomically "industrialized", social-structurally "functional differen-tiated", and politically a "stable (development) democracy" with functioning legal system and human rights care. It takes a characteristic development course, that is different as the classical Euro-American's:
· economically, from the dominance of the agriculture to the hegemony of ser-vice sector,
· social-structurally, from almost pure agricultural structure to an existing su-periority of agricultural worker beside the rise of workforce in service and industrial sector; Moreover its social structure has changed from "segmental" to "hierarchical" with a tendency to functional differentiation;
· politically, from about three hundred years enduring colonial state through the parliament (trial)democracy and almost forty years dictatorship to presi-dential de-mocracy.
