The case presents the idea and the operational challenges of city logistics projects. The decision maker is senior mayor Franz Bachmeier of the mid-sized German town of Donaukirchen. As a means to reducing traffic in the historic city center, he is confronted with the suggestion by one of his coalition partners of introducing a city logistics project (CL) named “DLog II” (there has been a CL project called “DLog”, short for “Danube Logistics”, operate in Donaukirchen ten years earlier). At the same time, he is presented with a fervent rebuttal of said suggestion by his second coalition partner.
The political situation is tied. Bachmeier will make the difference with his decision. He can support the idea of a city logistics program, dismiss it, or come up with a new idea alltogether. To find an answer, he needs to assess the situation by evaluating both arguments while at the same time think about possible alternatives. Bachmeier can use information on the formerly implemented city logistics project “DLog I”.
