The call from the international community to join the struggle against the digital divide began around the year 2000, with some decisions taken at different summits such as the G-8 summit in Okinawa (Japan), the WSIS (Geneva &Tunis) and also the UN Millennium Goal summit in New York in September 2000. More than ten years later, the time has come to see whether the diffusion of ICTs worldwide has been a success or a failure. In order to ascertain the state of the different initiatives and undertakings against the digital divide, an evaluation is more than necessary. This dissertation thesis offers answers to the methodological issues surrounding the measurement of the digital divide. Besides the IGI (ICT Global Index), which indicates the state of the ICTs in 200 countries in the year 2010 using the factor analysis method. This thesis also shows clearly the steps which must be followed by any analysis or attempt to measure the digital divide. The digital divide has changed globally with the emergence of the mobile phone, but there has been no notable change in the situation of the internet. The reasons are, among others, the absence of skills and a real ICT policy, particularly in some so-called developing countries. As it has been attested that ICTs could sustain the development in developing countries, the efforts should be concentrated on the individual rather than on the technologies. Regardless of the place of residence, everyone should have the opportunity to access information, no matter what the communication channel is.

Der Aufruf der internationalen Gemeinschaft, sich dem Kampf gegen die digitale Spaltung anzuschließen, begann um das Jahr 2000 herum, wobei einige Beschlüsse auf verschiedenen Gipfeltreffen wie dem G-8-Gipfel in Okinawa (Japan), dem WSIS (Genf &Tunis) und auch dem UN-Millenniumsziel-Gipfel in New York im September 2000 gefasst wurden. Mehr als zehn Jahre später ist die Zeit gekommen, um zu sehen, ob die weltweite Verbreitung von IKT ein Erfolg oder ein Misserfolg war. Um den Stand der verschiedenen Initiativen und Unternehmungen gegen die digitale Kluft zu ermitteln, ist eine Evaluation mehr als notwendig. Diese Dissertation bietet Antworten auf die methodologischen Fragen im Zusammenhang mit der Messung der digitalen Kluft. Neben dem IGI (ICT Global Index), der mit der Methode der Faktorenanalyse den Stand der IKT in 200 Ländern im Jahr 2010 angibt. Diese Arbeit zeigt auch deutlich die Schritte auf, die von jeder Analyse oder jedem Versuch, die digitale Kluft zu messen, befolgt werden müssen. Die digitale Kluft hat sich weltweit mit dem Aufkommen des Mobiltelefons verändert, aber es hat keine nennenswerte Veränderung der Situation des Internets gegeben. Die Gründe dafür sind unter anderem das Fehlen von Fähigkeiten und einer echten IKT-Politik, insbesondere in einigen so genannten Entwicklungsländern. Da es erwiesen ist, dass die IKT die Entwicklung in den Entwicklungsländern unterstützen könnten, sollten sich die Bemühungen auf den Einzelnen und nicht auf die Technologien konzentrieren. Unabhängig vom Wohnort sollte jeder die Möglichkeit haben, auf Informationen zuzugreifen, unabhängig vom Kommunikationskanal.
