Die nationale und europäische Regionalpolitik für die neuen Bundesländer im Zeitraum 1991-95 war suboptimal. Dies maß sich auf der operationellen Ebene bei der Unternehmen. Für geförderte sächsische Unternehmer war es kaum wahrnehmbar, von welcher Ebene sie die Mittel erhielten.

Theoretische Studien zum Thema Politikverflechtung kommen zu dem Ergebnis, daß das Erklärungsmuster der Politikverflechtungsfalle, welche bei der nationalen Bund-Länderförderung in Deutschland auftritt, nicht zur Erklärung der Ineffizienzen bei den Verhandlungen auf EU-Ebene verwendet werden kann. Die Falle schnappt nicht zu.

Auch die politische Praxis bestätigt, daß beim Politikbildungsprozeß auf der europäischen Ebene keine Politikverflechtungsfalle auftritt. Dies untersucht die Arbeit anhand der Verhandlungen zur Revision der Strukturfondsverordnungen 1993 und den anschließenden teilweise hitzigen Verhandlungen zur Implementierungsphase der Regionalpolitik in Ostdeutschland 1994. Vor allem bei der Implementation konnte man sich lange Zeit nicht einigen, mußte aber zu einem Ergebnis kommen! Letztlich einigte man sich auf eine die teilweise Entkopplung der EFRE-Förderung von der nationalen Gemeinschaftsförderung bei der Ziel-1-Förderung.

Die verwaltungstechnische Umsetzung der europäischen Regionalpolitik war 1994/95 gekennzeichnet durch teilweise negative Koordination zwischen den Ressorts auf der subnationalen Ebene. Die Zuständigkeiten für die europäischen Fonds waren weitgehend voneinander getrennt. Und genau dies wurde von den Unternehmern als suboptimal empfunden.

During the period of 1991 � 1995 the national and European regional policy for the new German Laender was not optimum. On an operational level this was noticeable for the businesses. For subsidized Saxon businesses, the level from which they received the funds was hardly perceptible.

Theoretical studies on the subject of political interdependences reach the conclusion that the explanatory patterns of the political interdependence trap which is given in the national Federal-Laender Government aid in Germany cannot be used for explaining the inefficiencies in the debates on EU level. The trap does not snap.

Political practice also proves that with the policy formation process on a European level no political interdependence trap appears. This thesis examines this from the debates on the revision of the Structural Funds Regulations in 1993 and the subsequent, occasionally heated, debates on the implementing stage of regional policy in East Germany in 1994. Above all with the implementation agreements could not be reached for a long time, although results were needed! In the end, a partial untying of the ERDF assistance from the national Community funding in the Objective-1-assistance was agreed upon.

In 1994/95 the administrative implementation of the European regional policy was characterized by an occasionally negative coordination between the departments on a subnational level. The jurisdictions for the European funds were largely separate from each other. And this is exactly what the businesses regarded as not optimum.
