Abstract (English)
This PhD project is focused on the study of corruption in the Serbian and Croatian economy, in private sector, with special attention to the role of companies and their management. The objective of this study is to provide insights and information about the content and characteristics of the phenomena of corruption and informality, and how these are dealt with by the central actors in the economic systems of both countries. This research project relies on the non-essentialist understanding of corruption and informality. This means that corruption is not examined as a definite practice, as it is described in the international ‘anti-corruption industry’, nor is it viewed as a certain arrangement of actors, as it is explained by the principal-agent theory. Instead, the author evaluates the context in which different relationships and practices are recognized as corruption and informality. This approach enables the author to trail both the historical changes in the understanding of corruption in Serbia and Croatia, and the current constellation of relationships that tend to allow for corruption and informality to (re)emerge. By applying different research methods in a study of corruption and informality, this dissertation captures the contemporary perceptions of corruption of relevant business actors.(1) Through surveys, this research isolates the most relevant manifestations of informal activities in business dealings and describes the context, which allows for informality to occur. Additionally, (2) surveys provide an evidence-based ground for creation of relevant anti-corruption policy measures that can be adopted by both private and public bodies. (3) By observing corruption and informality in business and by describing corruption scandals through a case study approach, this dissertation identifies and recognizes the historical trends and developmental trajectory of informality and corruption in business in the Western Balkans region. (4) the existing literature primarily focused on political corruption in Serbia and Croatia, and it had neglected the research on private corruption in the region, as well as the corruption and informality between businesses (B2B type of corruption). Finally, (5) this research tackled the historical aspects of corruption and informality in business setting in Southeast Europe (in Yugoslavia) - a field that is largely neglected by the academia. This dissertation thus contributes to the existing research on corruption in private sector in Serbia and Croatia, as well as to the research of business history in the region of former Yugoslavia. The sum of all findings could be applied in the wider context of CEE and Southeast European countries and used for understanding business codes in the whole EU periphery region.

Dieses Dissertationsprojekt konzentriert sich auf die Untersuchung der Korruption in der serbischen und kroatischen Wirtschaft, im privaten Sektor, mit besonderem Augenmerk auf die Rolle von Unternehmen und deren Management. Ziel dieser Studie ist es, Einblicke und Informationen über den Inhalt und die Merkmale der Phänomene Korruption und Informalität zu liefern und darüber, wie diese von den zentralen Akteuren in den Wirtschaftssystemen beider Länder behandelt werden. Dieses Forschungsprojekt stützt sich auf ein nicht-essentialistisches Verständnis von Korruption und Informalität. Dies bedeutet, dass Korruption nicht als eine bestimmte Praxis untersucht wird, wie sie in der internationalen "Anti-Korruption Industrie" beschrieben wird, noch wird sie als ein bestimmtes Arrangement von Akteuren betrachtet, wie es durch die Prinzipal-Agenten-Theorie erklärt wird. Stattdessen bewertet der Autor den Kontext, in dem unterschiedliche Beziehungen und Praktiken als Korruption und Informalität erkannt werden. Informalität bezeichnet werden. Dieser Ansatz ermöglicht es der Autorin, sowohl die historischen Veränderungen im Verständnis von Korruption in Serbien und Kroatien als auch die aktuelle Konstellation von Beziehungen die das (Wieder-)Auftauchen von Korruption und Informalität begünstigen. Durch die Anwendung verschiedener Forschungsmethoden in einer Studie über Korruption und Informalität erfasst diese Dissertation die zeitgenössischen Wahrnehmungen von Korruption durch relevante Wirtschaftsakteure erfasst. (1) Durch Umfragen isoliert diese Forschung die wichtigsten Erscheinungsformen informeller Aktivitäten im Geschäftsverkehr und beschreibt den Kontext, der Informalität ermöglicht.
Darüber hinaus bieten (2) Erhebungen eine evidenzbasierte Grundlage für die Entwicklung relevanter Maßnahmen zur Korruptionsbekämpfungsmaßnahmen, die sowohl von privaten als auch von öffentlichen Einrichtungen ergriffen werden können. (3) Durch Beobachtung von Korruption und Informalität in der Wirtschaft und durch die Beschreibung von Korruptionsskandalen durch
Fallstudienansatzes identifiziert und erkennt diese Dissertation die historischen Trends und Entwicklungspfad der Informalität und Korruption in der Wirtschaft in der Region des westlichen Balkan Region. (4) Die vorhandene Literatur konzentrierte sich hauptsächlich auf die politische Korruption in Serbien und
Kroatien und vernachlässigte die Forschung zur privaten Korruption in der Region sowie zur Korruption und Informalität zwischen Unternehmen (B2B-Korruption). Schließlich, (5) hat diese Forschung die historischen Aspekte von Korruption und Informalität im Geschäftsleben in Südosteuropa (in Jugoslawien) - ein Bereich, der von der Wissenschaft weitgehend vernachlässigt wird. Diese Dissertation leistet somit einen Beitrag zur bestehenden Forschung über Korruption im privaten Sektor in Serbien und Kroatien sowie zur Erforschung der Wirtschaftsgeschichte in der Region des ehemaligen Jugoslawien bei. Die Summe aller Ergebnisse könnte im weiteren Kontext der MOE- und südosteuropäischen Ländern angewandt und für das Verständnis von Unternehmenskodizes in der gesamten EU-Peripherieregion genutzt werden.
